KASP (Kuwait Airspace System Plan) Project
The project

The Directorate General of Civil Aviation (DGCA) has engaged an independent international consulting firm comprising of a highly qualified team with extensive experience in major airport technical projects. The consultant team is to provide project management, contract administration, planning and control, review and approval of contractors’ submitted designs and supervision services for airport related equipment systems acquisition, installation and commissioning and for related buildings, facilities and civil works construction required for the implementation of the Kuwait Airspace System Plan (KASP).

The distinct projects related to this work are:

• Kuwait Control and Meteorological Centre (KCMC)
• Air Traffic Management System
• Long Range Radar System and Building
• Kuwait Airport Data Interchange Network (KADIN)
• Communications System
• Electrical Systems Infrastructure and Buildings
• Civil Infrastructure
• Surface Movement Radar

The consultant team headed by the consultant Project Manager will have a core project team to manage the overall project as a whole. The Planning and Control Manager is a critical position within the core Kuwait Airspace System Plan project team and reports to the Project Manager.
A successful candidate is likely to have significant experience in large construction projects in the aviation, and preferably airports, industry and working internationally.



Position Description – Planning and Control Manager

The role of Planning and Control Manager is within the Kuwait Airspace System Plan core project team and reports to the core team Project Manager.
Duties will be as directed by the Project Manager but generally along the lines of providing detailed planning and control services using appropriate tools for the entire KASP project.

Specific responsibilities are:

1: Support Initiatives to meet DGCA needs

• Take direction of the Project Manager and support all aspects of the KASP project as required.
• Carry out detailed planning for all stages of the project using appropriate tools including Primavera.
• Liaise with DGCA, Project Manager, and specialists, taking briefs on work required, assessing consultancy’s ability to deliver and identify areas of risk.
• Identify gaps and potential issues and bring these to the attention of the Project Manager, along with proposed solutions.

2: Support Internal Processes

• Advise the Project Manager on matters relating to the internal consultancy processes.
• Provide the coordination required between the specialists of the sub-projects.
• Provide advice and support when and where required on sub-projects.
• Plan and support quality improvements under the direction of the Project Manager.
• Coordinate the planning and implementation the sub-projects and ensure they are within scope, timeframe and budget.
• Maintain a good working relationship within specialist teams, DGCA, Project Manager and Contractors.


3: Support Project Manager

• Brief Project Manager on any project issues that have arisen.
• Provide information to address areas of non-compliance or non-performance.
• Prepare and produce initial draft of the monthly report.
• Attend meetings and presentations to support Project Manager as directed.

4: Project Management

• Take a project leader role in sub-projects.
o Support, in association with the Project Manager, specific processes for all sub-projects and ensure successful outcomes.
o Plan sub-projects to be progressed according to the agreed schedule.
o Coordinate activities to ensure expenditure occurs as planned.
o Ensure that projects are fully completed, with relevant documentation, on time and on budget.
• Assist specialist teams to deliver on sub-projects:
o Briefings with specialist teams on agreed solutions, providing detailed project schedule and other support.
o Support the sub-project team leaders on an ongoing basis to solve implementation issues, and to manage and clarify costing and variations to contracts.


Knowledge and special skills:  
Fluency in Primaverra a must

The contract can start immediately and runs until end of 2010
