Job Description:
One of our Network Partners is interested to participate at an international donor funded project to support the MoT of Georgia with the following project and desired expertise: Sakaeronavigatsia LLC ("SLLC"), the air navigation service in Georgia, intends to purchase air navigation service ("ANS") equipment, including radars, air traffic management systems and instrument landing systems. SLLC is seeking assistance in implementing the procurement of the air navigation equipment. The main objective of the assignment will be to facilitate effective implementation of the procurement through the Consultant's assistance and advice on a procurement plan, tender document preparation and review, tender evaluation, procurement, contracting and contract implementation and administration. The Consultant will ensure that the goods, works and services are procured in a timely manner, according to technically sound and economically efficient procedures, with appropriate specifications and documentation, etc. - Project Manager with at least 10 years' working experience; at least 5 years' experience in capacity of Project Manager with similar projects; project management skills with implementation of projects financed by international financial institutions ("IFIs"); experience in the countries of the former Soviet Union or Eastern Europe; proficiency in English is mandatory, Georgian or Russian – desirable. - Technical Expert with at least 10 years' working experience; at least of 3 years experience in the area(s) of expertise required; experience in the implementation of similar projects; working experience in the countries of the former Soviet Union or Eastern Europe; experience in preparation of technical requirements for open tendering, technical evaluation of tenders and resolving technical issues during contract implementation; experience in the implementation of projects in accordance with IFIs' guidelines and practice is highly desirable; proficiency in English is mandatory, Georgian or Russian – desirable. - Procurement Expert, with at least 5 years' working experience as a procurement consultant or procurement specialist for projects implemented in accordance with IFIs' procurement guidelines, including procurement planning, preparation of tender documents, tenders evaluation, contract administration, etc; work experience in countries of the former Soviet Union or Eastern Europe; proficiency in English is mandatory, Georgian or Russian – desirable.
